Challenges along the journey

Despite the continued growth in savings and membership, the Fund operates in an environment characterised by employer non-compliance, a high level of informality, low social security penetration and rising expectations for seamless customer experiences.

We responded through targeted engagement and initiatives to improve compliance and deepen stakeholder relationships. The NSSF Amnesty Campaign 2026 provided employers with a practical pathway to regularise outstanding obligations, while the Employer Engagement Series strengthened awareness of statutory requirements, social security reforms, and Fund products.

More than 10,000 employers participated across five engagements, supporting greater understanding of compliance obligations.

As part of the Fund's 40-year celebrations, the 40 Good Deeds Initiative extended our contribution to society beyond retirement savings; supporting 40 community initiatives across Uganda and strengthening collaboration through the branch network.

Employer compliance

Employer compliance among amnesty applicants improved from 44% to 83%. 972 employers had penalties written off following payment of principal contributions and interest

Amnesty campaign

The amnesty campaign generated UGX 89 billion in contributions arrears

Customer experience

The Customer Effort Score increased to 86% and Customer Experience Index to 89%, reflecting improved ease of service

Total contributions

Total contributions increased 14%, from
UGX 2.13 trillion to UGX 2.42 trillion

Benefits turnaround time

Benefits turnaround time improved from 5.6 days to 4.5 days, moving closer to the Fund’s one-day target

New member registrations

New member registrations increased to 42%, from 219,542 to 311,730, while active membership increased by 10%

As we look ahead, NSSF remains committed to transforming trust into inclusive sustainable wellbeing. Guided by our belief in YOU through member-centred solutions; our belief in US through collaboration and shared progress, and our belief in UGANDA through initiatives that support growth.

We will continue building a more inclusive and prosperous future for generations to come. We aim to double voluntary contributions to more than UGX 300 billion and grow voluntary membership to over 150,000 by June 2027.

Continued engagement with employers through the Regional Employer Meetings and Employer Engagement Series will support our ambition to increase compliance to more than 60%.

We will also leverage recent Employment Act amendments to expand formal social security coverage and introduce a new product designed to support long-term financial security through guaranteed income replacement.
