FY2026 marked the first year of implementing Vision 2035, our long-term strategy to transform social security in Uganda by expanding inclusion, strengthening member value, and creating sustainable wellbeing. Having concluded Vision 2025 with a stronger balance sheet, improved service delivery, and a more engaged workforce, we entered this new strategic period with confidence in our ability to deliver an ambitious vision for our members and the country.

The foundations established over the previous strategy period
The foundations established over the previous strategy period have positioned NSSF as East Africa's largest and most trusted social security institution. Today, our role extends beyond safeguarding members' savings. By mobilising long-term domestic capital, expanding financial inclusion and investing responsibly, we are helping to strengthen Uganda's economy while improving the financial security and wellbeing of current and future generations.
Yet our greatest opportunity lies ahead. Uganda's working population continues to grow, but the majority of workers remain outside formal retirement savings arrangements. While the Fund has more than 3 million registered members, fewer than 1 million actively contribute. This highlights an important reality: the next phase of growth cannot be driven by registrations alone. Success depends on encouraging more Ugandans to save consistently and to build sufficient long-term retirement savings.
Willingness and capacity to save
Our response is anchored in a simple but powerful belief: every Ugandan should have both the willingness and the capacity to save. Creating the willingness to save means building trust, promoting financial literacy, and increasing awareness so that long-term saving becomes a priority for more Ugandans.
Creating the capacity to save means expanding access through innovative products, digital channels, strategic partnerships and continued financial literacy initiatives that equip people with the knowledge, confidence, and practical pathways to save consistently, particularly within Uganda's growing informal sector.
These two priorities are fundamental to expanding participation, strengthening financial resilience, and making social security more inclusive.
The first year of Vision 2035 has demonstrated encouraging momentum. During FY2026, the Fund exceeded key strategic performance targets, reflecting continued member confidence, disciplined investment management, and resilient financial performance. We also continued expanding access to social security, strengthening member value, accelerating digital transformation, and building the organisational capabilities needed to deliver our long-term ambitions.

From ambition to execution
Vision 2035 is built around three long-term strategic outcomes that define the Fund's ambition for the next decade:
Maximise coverage and contributions
By expanding social security to approximately 15 million Ugandans, representing around 50% of the working population.
Maximise earnings
By growing assets under management to at least UGX 80 trillion through disciplined investment management and responsible stewardship.
Maximise member value
By achieving 95% satisfaction among members, employees and key stakeholders through exceptional service and meaningful engagement.
These long-term outcomes are delivered through three strategic choices that translate our ambition into action.
Exponential growth
Expanding participation beyond the formal sector through strategic partnerships, digital innovation, financial literacy, and simpler, more accessible savings pathways that create both the willingness and the capacity to save.
Portfolio pivot
Diversifying and optimising the investment portfolio while maintaining prudent levels of liquidity, safety, and sustainable long-term returns, ensuring responsible stewardship of members' savings.
Member-centric services
Transforming the member experience by moving beyond transactional service delivery to lifelong relationships supported by relevant products, personalised engagement, and seamless digital experiences.
These strategic choices are enabled by strong governance, disciplined execution, capable people, supportive policy and regulatory environments, and trusted stakeholder relationships.
