Saving as a lifestyle: Building an inclusive and sustainable social security ecosystem

Ugandans are living longer. By 2026, life expectancy had risen to about 68.9 years from 45 years in 1986. At the same time, Uganda's ageing population is growing, with more than 2 million older persons today and numbers projected to approach 7 million within the next 30 years. These demographic shifts bring into focus an important question: how do we build a social security system that enables more Ugandans to achieve financial security throughout their lives?

At NSSF, our answer starts with our purpose: to make lives better by making saving a way of life. This is at the heart of our Vision 2035 journey and connects directly to this year's theme, We Believe in You: A Shared Journey to Inclusive Sustainable Wellbeing.

We believe in YOU

We believe in the aspirations, potential and future of every member. For many Ugandans, particularly those working in the informal sector, saving consistently can be difficult because incomes are unpredictable. Our role is therefore not only to provide a place to save, but to help create the capacity to save.

Capacity to SAVE

Through initiatives such as NAMCO, we are helping connect smallholder farmers to structured markets and more predictable income opportunities. By strengthening livelihoods and reducing income uncertainty, we can help create the conditions in which saving becomes more achievable.

Willingness to SAVE

We also need to build the willingness to save. Saving is a behaviour. Through financial education and goal-based products such as Smartlife, we are helping people connect saving to their aspirations and develop more consistent saving habits. Features such as automated contributions and regular interest updates reinforce this behaviour.

We journey together


Sustainable wellbeing cannot be achieved by NSSF alone.

It requires collaboration across members, employers, Government, partners, communities, and the wider financial ecosystem. Our partnerships, digital channels and financial education initiatives are helping us reach people where they are and create simpler pathways into social security.

This shared journey is particularly important for Uganda's informal workforce, which represents nearly 80% of the working population. Traditional payroll-based approaches alone cannot provide the scale of coverage needed. We therefore need to continue meeting people through the channels, products and partnerships that fit their lives.

We build better for tomorrow


Our ambition goes beyond retirement.

We are building a digital ecosystem that enables people to save for retirement while accessing solutions that support their financial wellbeing throughout their lives, including emergency savings, healthcare, credit, affordable housing, and retirement income products.

This is how we can strengthen the willingness to stay: by making NSSF relevant throughout a member's journey, not only when they reach retirement.

We protect what matters


The trust that the members place in NSSF is fundamental.

Protecting members' savings, investing responsibly, and maintaining the resilience of the Fund are essential to ensuring that today's contributions translate into tomorrow's security. Our strategy therefore combines growth with disciplined stewardship, ensuring that as we expand coverage and develop innovative solutions, we continue to protect the long-term value entrusted to us.

We sustain wellbeing for generations


The choices we make today will shape the financial security of future generations.

Social security cannot depend solely on institutions or Government. Sustainable wellbeing requires saving to become a personal and societal habit. By increasing the capacity to save, the willingness to save and the willingness to stay, we can help more Ugandans build financial resilience throughout their lives.
