Our approach continues to move beyond a “tick-box” compliance mindset towards a culture of continuous improvement. We treat regulatory observations and recommendations as opportunities to strengthen the way we work, rather than simply as requirements to be addressed.
During the year, collaboration with the government and our regulators extended beyond compliance. By working together on policy reform, financial inclusion, market development, sustainability, financial literacy, and responsible business practices, we strengthened member protection and the wider social security ecosystem.

Expanding inclusion
In collaboration with MGLSD, the voluntary contribution threshold was reduced from UGX 5,000 to UGX 500, making voluntary saving more accessible and supporting broader social security inclusion.
Labour and inclusion
NSSF participated in the 4th Annual National Labour Convention and Expo 2026, organised by MGLSD in collaboration with the Fund and other partners, highlighting the role of legal frameworks in shaping fair and inclusive work environments.

Strengthening compliance and member protection
Through the Employer Amnesty Campaign, NSSF collected UGX 89 billion in contribution arrears from more than 11,427 participating employers, helping protect contributions owed to members while supporting employers on their journey back to compliance. Collaboration with the FIA also strengthened our understanding of money laundering trends and Know Your Customer (KYC) requirements, informing our risk management approach.
Supporting financial inclusion and capability
Coordination with government agencies, including URA and NIRA, supported the implementation of digital and integrated systems aimed at streamlining contributions and supporting broader financial inclusion. In partnership with Bank of Uganda, quarterly financial literacy Training of Trainers programmes also helped equip Ugandans with the knowledge, skills, and attitudes to support better financial management.
Strengthening responsible investment and market development
Our engagement with the CMA, Bank of Uganda, NEMA and regulators in regional markets, including Kenya, Tanzania and Rwanda, continued to support responsible investment, regulatory alignment, and the development of stable financial markets.
