During the financial year, we conducted the Employer Amnesty Campaign to encourage defaulting employers to regularise their contribution obligations and improve compliance. By creating an opportunity for employers to address outstanding contributions without relying solely on enforcement, the campaign demonstrated our commitment to partnership and long-term sustainability.

We recognise that strategic partnerships are essential to expanding access to social security in the informal sector. By working with organisations that share our commitment to financial inclusion, we are extending the reach of social security. Through these partnerships, we remain committed to achieving our Vision 2035 target of 15 million members.
Throughout the year, the Fund strengthened strategic partnerships with more than 60 institutions, including Ministries, Departments and Agencies (MDAs), telecommunications providers, educational institutions, development partners, and faith-based organisations. These collaborations enabled us to extend security coverage to communities that have traditionally remained outside the formal social security system.
Working alongside partners such as KULIKA Uganda, Africa Women Rising (AWR), Spouts, Wandaz, Union, Nile Breweries Limited (NBL), ILO Prospects Soya Solutions, East Africa Limited and Hamwe East Africa Limited, the Fund reached more than 150,000 new member segments. Together, we promoted Smartlife voluntary savings among farmers, distributors, SMEs, retailers, and other players across broader agricultural and commercial value chains.
Our partnerships with MTN Uganda and Airtel Uganda further enhanced digital connectivity by making it easier for members to access our services through mobile channels, helping to expand coverage across the country.
Each partnership reflected a shared commitment to broadening access to social security, mobilising savings, promoting financial inclusion and improving long-term financial wellbeing. This enabled us to grow our connection with informal sector workers and communities, offering them a firsthand experience of our services and mandate. By working together, we are bringing social security closer to the communities we serve and creating lasting value for members, their families, and the Ugandan economy at large.

Over the eight-week campaign, UGX 89 billion was recovered in contribution arrears from 11,427 businesses which significantly exceeded the initial recovery target of UGX 30 billion. Beyond improving compliance, the campaign strengthened the protection of members’ savings, reinforced trust between employers and the Fund, and contributed to the long-term sustainability of Uganda's social security system.

Regional employer engagements
Hundreds of employers attended one of the NSSF Regional Employers Meetings held in Masaka.
Through our annual Regional Employer engagements, which provide a structured approach for two-way communication, obtaining feedback, and alignment between the Fund’s strategic objectives and stakeholder expectations we strengthened our relationships with employers, bringing together more than 2,400 employers across Uganda. These engagements provided a valuable platform to discuss compliance aspects, service improvements, digital solutions, and other emerging member needs.
Additionally, employers were able to share their experiences with our services, highlighting their expectations, while pointing out areas for improvement. Over the years, these engagements have fostered transparent interaction while enhancing credibility and mutual understanding for continued shared value creation for our ultimate customer, ‘the NSSF member.’
