  • Limited growth in real estate income due to delayed project implementation, resulting in significant deferred income and heightened risks of impairment
  • Exposure to external global risks beyond the Fund’s control, which could adversely impact income performance

The Finance Committee of the Board complied with its mandate for the year under review and all scheduled meetings were held

Enabled sound governance and disciplined financial oversight.

Value preservation priorities for FY2026/27

The Committee will continue to operate within its terms of reference and ensure that meetings address all regular matters reserved for its consideration. In addition, the following key activities are expected to receive the Committee’s attention during FY2026/27:

Expenditure of the Fund above the delegated thresholds, to ensure prudent utilisation of resources and funds

Preserved capital through disciplined resource allocation

Requiring management to present proposals on accelerating real estate development

Enhanced long-term income generation and asset value

Strengthening risk management, with particular focus on sustaining and growing income

Improved earnings resilience and sustainability

Emphasising implementation of the ambitious 10-year strategy, with focus on expanding coverage through the enterprise growth department

Strengthened growth, relevance and long-term sustainability

Strengthening suspense account management by accelerating account reconciliation and reducing outstanding balances, to ensure that members’ accounts are credited accurately and promptly

Overall contribution to sustainable wellbeing

The Committee’s oversight of budgeting, expenditure above delegated thresholds, income management, financial reporting and departmental policies supported prudent utilisation of the Fund’s resources, strengthened procurement and technology governance and underpinned the interest rate recommended for declaration. Through these efforts, the Committee helped safeguard member savings, support growth in the real estate asset class and sustain the Fund’s ability to deliver long-term value to members.
