Key challenge

Transitioning to the new pension administration system while maintaining uninterrupted benefits processing and regular payroll operations. The transition requires accurate data migration, effective system integration, and adequate user readiness without compromising service quality.

Measures undertaken to address the challenge

During the year, the Fund continued developing a new pension administration system to strengthen the management of member records, contributions, benefits, and pension payroll. The Fund also reviewed benefits-processing workflows and strengthened data, approval, and operational controls. These interventions contributed to faster claims processing while preparing the organisation for the transition to the new system.

Trend during the reporting period

The average benefits turnaround time improved by 20%, from 5.60 days to 4.5 days, performing within the 4.6-day target. This was achieved despite claims increasing by 4.6%, from 48,276 to 50,499, while the value of benefits paid rose from UGX 1.32 trillion to UGX 1.55 trillion.

Our strategic target is to pay member benefits in 1 day.

Outlook

In FY2026/27, the Fund will prioritise the successful implementation and stabilisation of the new pension administration system. This will include completing data migration, system integration, testing, user training, and operational-readiness activities while maintaining continuity in benefits and regular payroll processing.

The Fund will also target an average benefits turnaround time of 4 days, with focused process improvements for complex claims. Stronger data controls, cybersecurity, and system monitoring will support a stable transition and create a more reliable foundation for future service delivery.
