For more than four decades, the Fund has protected the retirement savings of Ugandan workers while contributing to the country's social and economic development. Today, that responsibility extends even further.

Our theme, We Believe in You: A Shared Journey to Inclusive Sustainable Wellbeing, reflects our belief that long-term prosperity is achieved through partnership. It recognises that our members do not exist in isolation, and neither do we. The sustainability of the Fund is intrinsically linked to the wellbeing of the people we serve, the businesses that employ them, the communities in which they live and the economy that supports them.

Protecting members' savings will always remain our foremost fiduciary responsibility. Increasingly, however, we recognise that protecting their future also means contributing to the long-term sustainability of the economy, society, and environment upon which that future depends.

Currently, Uganda stands at an important moment in its sustainable development journey. Through the Fourth National Development Plan (NDP IV) and the Government's Ten-Fold Growth Strategy, the country has articulated an ambitious vision for inclusive economic transformation.

Our responsibility therefore extends beyond managing retirement savings. Through responsible investment, expanded social protection and long-term capital mobilisation, we are committed to strengthening the broader ecosystem that enables our members and the country to thrive.

Every investment we make is guided by the principles of prudent stewardship, responsible governance, and long-term value creation. As the Fund grows, so does our ability to invest in opportunities that support productive sectors, strategic infrastructure and nationally significant initiatives that generate sustainable returns while strengthening Uganda's economic resilience.

Stretching Vision 2035

One of the most significant developments during the year under review, was the Board's decision to refresh Vision 2035, reflecting both the progress achieved and the opportunities that lie ahead.

While our long-term assets under management target has increased from UGX 50 trillion to UGX 80 trillion, this growth is not an end in itself. It represents a greater responsibility to create sustainable value for our members while deepening our contribution to Uganda's long-term development.

Enabling financial inclusion

Expanding social security coverage is central to our long-term sustainability strategy. Our ambition to extend coverage to approximately 15 million Ugandans is about far more than growing membership. It is about expanding financial inclusion, strengthening household resilience, mobilising domestic savings and ensuring that more people can meaningfully participate in building Uganda's long-term economic progress This will strategically reduce future financial vulnerability while enhancing long-term financial wellbeing.

Beyond expanding access, we remain focused on building awareness, trust, and financial capability among workers in the informal economy. Encouraging long-term saving requires ongoing engagement and education that enables individuals to make informed financial decisions, strengthen their resilience and capacity to participate more confidently in Uganda's future prosperity.

Investing for sustainable growth

Sustainability guides our investment strategy.

We pursue competitive long-term returns through investments that also support economic growth, employment, resilient communities, and improved livelihoods.

Initiatives such as the National Marketing Company, alongside investments in infrastructure, sustainable housing and strategic sectors, demonstrate our commitment to shared value and Uganda’s development.

We will continue to direct long-term capital towards nationally significant opportunities, supported by disciplined investment selection, strong governance, and our fiduciary duty to members.

Embedding sustainability across our business

Sustainability shaped how we governed, invested, operated and served our members.

Our Sustainability Report highlights our progress in embedding ESG principles across the Fund to manage risk, seize opportunities and create lasting value for members and stakeholders.

The Board’s approval of the Fund’s ESG Policy was a significant milestone in strengthening the integration of sustainability into governance, investment, risk management, and operations. We are advanced through responsible procurement, resource efficiency, waste reduction, and our transition towards net-zero greenhouse gas emissions by 2050.

We continued to invest in our people and digital capabilities to strengthen performance, expand access and deliver sustainable value to more Ugandans.

Through effective Board oversight and constructive partnership with Executive Management, we remain committed to transparent governance, resilient growth and enduring value for our members and future generations. In addition to creating value for our members, it was necessary to align the Fund’s investment strategy to the government’s national development agenda.

Looking ahead

As we look to the future, we do so with confidence.

Our refreshed Vision 2035 and the Government's Ten-Fold Growth Strategy present an opportunity not only to expand the Fund, but also to deepen our contribution to Uganda's sustainable development.

We will continue broadening social security coverage, mobilising long-term domestic savings, investing responsibly and strengthening the resilience of the ecosystems that support our members.

Our ambition is clear: to create sustainable wellbeing that benefits today's members while expanding opportunities for future generations.

I convey my sincere appreciation to my fellow Board members for their stewardship and commitment to responsible governance. I also thank the Managing Director, Executive Management, and every employee of NSSF for their dedication to embedding sustainability into every aspect of our business.

I further acknowledge the continued guidance and support of the Ministry of Finance, Planning and Economic Development and the Ministry of Gender, Labour and Social Development, whose partnership remains instrumental in strengthening Uganda's social security system and advancing sustainable national development.

Finally, I thank our members, employers, and stakeholders for the trust they continue to place in the Fund. Your confidence inspires our commitment to creating sustainable wellbeing, strengthening our shared progress, and investing in Uganda's future.
