Appointment, rotation and re-election support Board effectiveness and continuity. Directors are appointed by the Minister responsible for Social Security, currently the Minister of Gender, Labour and Social Development, for a three-year term, renewable once.

Periodic renewal strengthens governance by introducing fresh perspectives while preserving institutional knowledge – particularly important as the Fund advances Vision 2035 in a rapidly evolving environment.
The Managing Director is appointed by the Minister on the recommendation of the Board, reinforcing the Board's role in leadership oversight and succession. In accordance with Section 3(4) of the NSSF Act, a Director may resign from office through written notice to the Minister.
Board composition remained stable through FY2025/26. There was only one resignation by Ms. Annet Birungi, a Non-Executive Employees' Representative following her election to Parliament.
Her replacement, Hon. Agnes Abwoli Kunihira, was nominated by the same workers' constituency and had previously served both as an NSSF Board member and as a Member of Parliament, giving her a head start in picking up the role, and she has assumed her predecessor's prior committee responsibilities.
